====== Cover Letter ======
Cover letters are used to print the name and address of a Consumer. It will enable the PA to utilize this in the envelope for mailing.
  * There is only 1 active cover letter template at a time, therefore if a new one is created the old one must be disabled
  * Cover letters are automatically stored as manual and consumer templates
  * They are excluded from the list of selectable templates in the letter dialog
  * It will merge at the end of letter it has been attached to
  * When the letter recipient is a Consumer and "Mail Only", the print button on the letter screen will be enabled and the cover letter will merge
  * When the letter recipient is a Consumer and it is sent to their email, a cover letter will NOT be produced
  * Other recipients do not receive a cover letter and the print button is disabled
